Asia-Oceania is one of the fastest growing regions of the world with a booming population and economy. As the region has developed socially and economically particularly in the last ten years, the field of library and information science has also grown in educational and research developments. In particular, the field is growing rapidly in many countries as libraries and digital information becomes part of people’s everyday social and life processes. &lt;br /&gt; &lt;br /&gt;The book seeks to present chapters by a range of scholars who discuss research and educational trends in library and information science in the Asia-Oceania region. The co-editors have extensive experience in this world region. Professor Amanda Spink recently spent five years in the Australian LIS environment and Dr. Diljit Singh, who is based at the University of Malaya in Malaysia, has extensive experience throughout the Asian region. High quality and scholarly book chapters are sought that cover research and education studies, including policy issues, bibliometric studies, user behaviour, educational issues and other aspects related to trends in the LIS field in the Asia-Oceania region. &lt;br /&gt; &lt;br /&gt;&lt;strong&gt;SUBMISSION INFORMATION&lt;/strong&gt; &lt;br /&gt;Potential contributors are invited to submit an abstract or a 1-2 page chapter proposal to the book Editors ASAP, detailing the background, motivations and structure of the proposed chapter. Authors will be notified in short order as to the status of their proposal and sent organizational guidelines. &lt;br /&gt; &lt;br /&gt;Full chapters should be at least 8,000-9,000 words in length and are due by January 1, 2011. This program, jointly&lt;br /&gt;sponsored by the American Theological Library Association, the International&lt;br /&gt;Federation of Library Associations and Institutions (IFLA) and OCLC,&lt;br /&gt;provides early career development and continuing education for library and&lt;br /&gt;information science professionals from countries with developing economies.&lt;br /&gt;&lt;br /&gt;Up to six individuals, including a theological librarian, are selected for&lt;br /&gt;participation in this intensive five-week Fellowship program. The overall theme is information literacy, with special&lt;br /&gt;reference to needs and developments of countries in Asia and Oceania. The&lt;br /&gt;course will cover the basics of information literacy and information&lt;br /&gt;literacy training skills needed by information professionals in a variety of&lt;br /&gt;settings, as well as current and emerging IT applications in libraries.&lt;br /&gt;Classroom participation and hands-on practice will be interspersed with&lt;br /&gt;visits to leading libraries and information agencies in Wellington, the&lt;br /&gt;capital of New Zealand and home to a wide array of 'cutting-edge'&lt;br /&gt;information organisations.&lt;br /&gt;&lt;br /&gt;The course will be based primarily at the Victoria University of Wellington&lt;br /&gt;Library and taught by leading educators in library and information&lt;br /&gt;management, as well as practitioners with considerable experience in the&lt;br /&gt;delivery of information literacy programmes.&lt;br /&gt;&lt;br /&gt;While the course is purposely small, to allow one-on-one training and&lt;br /&gt;closely monitored IT lab work, there are limited vacancies for fee-paying&lt;br /&gt;students. A fee of US$3000 covers all tuition, course materials and&lt;br /&gt;accommodation in comfortable university housing. The&lt;br /&gt;Asia-Oceania Open Session at Milan focuses on the critical role being played&lt;br /&gt;by libraries and other information organisations in Asia-Oceania in&lt;br /&gt;preserving the richness of the past so that their peoples can create a&lt;br /&gt;future that is linked to the past.  The theme encompasses both the&lt;br /&gt;practicalities of cultural heritage preservation work to ensure the survival&lt;br /&gt;of the past and the efforts involved in services that focus on helping&lt;br /&gt;individuals and groups make use of those cultural heritage resources to&lt;br /&gt;understand the past to create a better future.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Dedicated to the theme, 'Preserving the past - creating the future'&lt;/strong&gt;, this&lt;br /&gt;session therefore aims to highlight the work of libraries and other&lt;br /&gt;information organisations in Asia-Oceania that contributes to the creation&lt;br /&gt;of better futures by preserving the past. In keeping with the conference's&lt;br /&gt;overall theme, 'Libraries create futures: Building on cultural heritage',&lt;br /&gt;the suggested topics for this Session include, but are not limited to, the&lt;br /&gt;following:&lt;br /&gt;. Promoting the use of or creation of resources that document the&lt;br /&gt;contributions of minority groups to the development of a community's social,&lt;br /&gt;political, cultural or economic life.&lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Submissions:&lt;/strong&gt;&lt;br /&gt;&lt;br /&gt;1.      The deadline for submitting a detailed, abstract (500 words) and&lt;br /&gt;full author details is 15 December 2008. Selection of papers is based on the&lt;br /&gt;abstract, and presenters will be notified by mid-February 2009 at the latest&lt;br /&gt;whether they have been successful&lt;br /&gt;2.      The full paper is due on 1 May 2009 and must be an original&lt;br /&gt;submission not published elsewhere&lt;br /&gt;3.      Both abstracts and full papers should be submitted as a MS Word file&lt;br /&gt;by e-mail; fax or post should be used only as a last resort&lt;br /&gt;4. The awardee will also receive free registration to the conference and to all MAHD ticketed events and will be expected to attend all MAHD programs and events.&lt;br /&gt;&lt;br /&gt;ELIGIBILITY          &lt;br /&gt;&lt;br /&gt;Ø      Applicant must be presently working, or have worked within the past two years, in a special or museum library with subject focus in the arts or the humanities. The Prize should preferably be used for follow-up activities such as purchasing targeted collections of appropriate books, but may also be used for other activities such as literacy promotion, training, policy development. The Prize is issued biennially. The focus of the Prize is public library or school library work. Both individuals and library institutions are eligible to apply.&lt;br /&gt;&lt;br /&gt;The Prize was established by the lFLA Executive Board in November 1991, to commemorate the late Guust van Wesemael, who was Coordinator of lFLA's Professional Activities from 1979 to 1990 and Deputy Secretary General of lFLA from 1979 to 1991, and his contribution to lFLA's efforts to promote literacy in the developing countries. ln 1996 the Prize was re-established under revised conditions. &lt;br /&gt;&lt;br /&gt;&lt;strong&gt;Applications&lt;/strong&gt;&lt;br /&gt; &lt;br /&gt;The applications must be accompanied by: &lt;br /&gt;&lt;br /&gt;the reasons for application; &lt;br /&gt;&lt;br /&gt;a detailed description of the completed project or activity (including a short description of the library, or of the organisation and its activities); &lt;br /&gt;&lt;br /&gt;an explanation of how the Prize money would be used; &lt;br /&gt;&lt;br /&gt;and a realistic budget.&lt;br /&gt;&lt;br /&gt; &lt;br /&gt;&lt;br /&gt;Candidates are also advised to attach a letter of support from their library association. &lt;br /&gt;&lt;br /&gt;The Prize of EUR 2,725 will be paid out in 2 installments: two thirds immediately and one third on submission or a report of how the Prize has been used.&lt;br /&gt;&lt;br /&gt;Reporting&lt;br /&gt;Within six months after receipt of the Prize, the winner must submit to lFLA HQ an interim report of the use made of the funds, and the second installment will be paid out. When the project period is finished a final report and a financial statement should be submitted. The overall theme is information literacy, with special reference to needs and developments of countries in Asia and Oceania. The course will cover the basics of information literacy and information literacy training skills needed by information professionals in a variety of settings, as well as current and emerging IT applications in libraries. Classroom participation and hands-on practice will be interspersed with visits to leading libraries and information agencies in Wellington, the capital of New Zealand and home to a wide array of 'cutting-edge' information organisations.&lt;br /&gt;&lt;br /&gt;The course will be based primarily at the Victoria University of Wellington Library and taught by leading educators in library and information management, as well as practitioners with considerable experience in the delivery of information literacy programmes. There are also visits to major libraries and information services in the Greater Wellington region.&lt;br /&gt;&lt;br /&gt;While the course is purposely small, to allow one-on-one training and closely monitored IT lab work, there are limited vacancies for fee-paying students. However, only third-country students can apply for an Erasmus Mundus scholarship. More information about the scholarship and the definition of third-country students is found under Scholarship.&lt;br /&gt;&lt;strong&gt;Admission Criteria&lt;/strong&gt;&lt;br /&gt;Requirements for all DILL students:&lt;br /&gt;&lt;strong&gt;A degree in Library and Information Science &lt;/strong&gt;(based on no less than three years of full-time study – 180 ECTS) or equivalent qualifications, such as a degree in another relevant subject. &lt;br /&gt;&lt;strong&gt;English skills&lt;/strong&gt;. Students from non-English speaking countries must have passed: &lt;br /&gt;either IELTS (International English Language Testing System) (minimum score: 5.5 points) &lt;br /&gt;or TOEFL (Test of English as a Foreign Language) (minimum score: 550 on the paper based test, 213 on the computer based test, or 79 on the Internet based test). &lt;br /&gt;Not all applicants need to submit a TOEFL or IELTS test certificate. The theme for our meeting is *"Science across Libraries: &lt;br /&gt;**provision of science and technology information resources and services &lt;br /&gt;in diverse settings"*.&lt;br /&gt;&lt;br /&gt;Increasingly, information resources and services related to science and &lt;br /&gt;technology are in demand by users beyond traditional contexts and with &lt;br /&gt;varying levels of expertise and knowledge. A variety of libraries and &lt;br /&gt;other information professionals are called upon to design innovative &lt;br /&gt;approaches to meeting this demand. Complicating such efforts, however, &lt;br /&gt;are issues related to science and technology literacy in the general &lt;br /&gt;public, collection development and access issues, and other provision &lt;br /&gt;and source related challenges. Moreover, trends in science and &lt;br /&gt;technology, particularly those of global importance (such as global &lt;br /&gt;warming, the ecological impact of globalization, or information &lt;br /&gt;technology issues in developing countries) can increase demand of &lt;br /&gt;certain resources and challenge the expertise of traditional librarians.&lt;br /&gt;&lt;br /&gt;In addition to a keynote speaker, we are seeking three excellent papers &lt;br /&gt;that address the issues surrounding and affecting the provision of &lt;br /&gt;science and technology information resources and services in diverse &lt;br /&gt;settings. Of particular interest are papers that represent perspectives &lt;br /&gt;that will have relevance to an international audience.&lt;br /&gt;&lt;br /&gt;Three papers will be selected for presentation. The overall conference theme is "Libraries without borders: Navigating towards global understanding". As part of the conference program the MLAS, CPDWL and ALP will host a one day session entitled “Leadership skills and advocacy for libraries : best practices in library association management” consisting of&lt;br /&gt;Part 1: presentations and,&lt;br /&gt;Part 2: interactive discussion focused on Library Association Management techniques and principles like leadership skills and advocacy for libraries.&lt;br /&gt;&lt;br /&gt;The programme is envisioned as having presentations in the morning with invited speakers allocated 20 minutes presentation time after which there will be 10 minutes of discussion. How can libraries develop into  &lt;br /&gt;places promoting community, knowledge sharing, citizenship, confidence  &lt;br /&gt;and trust? Such research questions are relevant for public libraries  &lt;br /&gt;as well as for academic, government and special libraries, and they  &lt;br /&gt;are relevant for digital libraries as well as physical libraries. At  &lt;br /&gt;its session in Quebec, the IFLA section on Library Theory and Research  &lt;br /&gt;will focus upon research on libraries as space and place. In  &lt;br /&gt;particular, we want to examine theoretical approaches when doing  &lt;br /&gt;research on this issue, e.g. theories on the public sphere, concepts  &lt;br /&gt;and approaches related to social capital, approaches from knowledge  &lt;br /&gt;management such as communities of practice, the concept of ?The Third  &lt;br /&gt;Place,? etc. Papers discussing the fruitfulness of different  &lt;br /&gt;theoretical approaches when researching this topic in general or when  &lt;br /&gt;doing research on libraries as space and place in particular contexts,  &lt;br /&gt;e.g an academic context or a local community context, are welcomed.  &lt;br /&gt;Abstracts in English or French although any IFLA approved language are  &lt;br /&gt;welcome. However, availability of simultaneous interpretation into  &lt;br /&gt;other IFLA languages may not be possible. The international symposium The Book in the Internet Era: Copyright and the Future for Authors, Publishers and Libraries will take place on the eve of this exceptional year-long event.&lt;br /&gt;&lt;br /&gt; The origins of copyright can be derived from the authorโ€s right to be recognised as a maker of an original work, and to reap the financial benefits of his creation. Over time however, copyright seems to have become much less of a matter for individual makers and much more an aspect of business within the knowledge and information industry, comprising a whole range of institutions, from universities to Hollywood studios and from libraries to television stations. The economic significance of copyright has therefore increased enormously. Recently, digital developments have brought about fundamental changes for all those involved in the publishing chain, from the author, via the publisher and intermediary to the reader or viewer. This transformation process continues apace.&lt;br /&gt;&lt;br /&gt;In view of these significant developments, the Dutch Publishers Association (Nederlands Uitgeversverbond, NUV) the Dutch Writers Guild (Vereniging van Letterkundigen, VvL), the Netherlands Library Forum (FOBID), and the Dutch Foundation for Copyright Promotion (Stichting Auteursrechtmanifestaties, STAM) have taken the initiative to explore specific issues regarding the consequences of digital developments for copyright.&lt;br /&gt;&lt;br /&gt;Subdivided into three sessions, the symposium will shed light on this problematic area from the viewpoint of three parties involved in the process: the author, the publisher and the library. The symposium will thus try to interconnect all book related sectors, while underpinning public awareness and interest in copyright.&lt;br /&gt;&lt;br /&gt;The guest speakers at this symposium include, among others, Dr. Ernst Hirsch Ballin, Dutch Minister of Justice, Paul Goldstein (Professor of Law at Stanford University), Richard Charkin (Executive Director of Bloomsbury) and James Boyle (Professor of Law at Duke University). &lt;br /&gt;The venue for the symposium is Amsterdamโ€s new Public Library (next to Amsterdam Central Station) and the official language is English.&lt;br /&gt;&lt;br /&gt;The fee for the two-day programme is โฌ 350,-, including lunch. This in turn will help to strengthen the pool of potential candidates from which IFLA can draw for leadership positions within the Association.&lt;br /&gt;&lt;br /&gt;MLAS, CPDWL and ALP share the mission of the GLAD Programme : to strenghten the management of library associations in order to make associations stronger players in the development of libraries and thus in the development of societies in all parts of the world.  This to be achieved through continuous training and development of information professionals. &lt;br /&gt;&lt;br /&gt;The World Library &amp; Information Congress/ IFLA General Conference takes place in Qu้bec, Canada, August 10-15, 2008. The overall conference theme is "Libraries without borders: Navigating towards global understanding". As part of the conference program the MLAS, CPDWL and ALP will host a one day session entitled “Leadership skills and advocacy for libraries : best practices in library association management” consisting of&lt;br /&gt;Part 1: presentations and,&lt;br /&gt;Part 2: interactive discussion focused on Library Association Management techniques and principles like leadership skills and advocacy for libraries.&lt;br /&gt;&lt;br /&gt;The programme is envisioned as having presentations in the morning with invited speakers allocated 20 minutes presentation time after which there will be 10 minutes of discussion. The afternoon session will take the form of interactive round-table sessions in the afternoon devoted to discussion of problems and solutions. &lt;br /&gt;&lt;br /&gt;LIS educators and practitioners are invited to submit proposals for presentations and roundtable sessions that provide practical information which will enhance the ability of participants to become successful Library Association Managers and Leaders. Again we are announcing the &lt;br /&gt;2008 awards earlier than in the past, with an earlier deadline for &lt;br /&gt;submission.  Our goal with this last year was to be able to inform the &lt;br /&gt;recipients much sooner, who in turn can register and get in to workshops &lt;br /&gt;and other events that may fill up early.  The new deadline for receipt of &lt;br /&gt;applications will be Wednesday, November 14, 2007  (5pm Pacific Time).  &lt;br /&gt;Recipients will be informed no later than Wednesday, November 28, 2007. &lt;br /&gt;&lt;br /&gt;A preliminary conference schedule with a listing of most workshops and &lt;br /&gt;sessions will be posted very soon at http://vraweb.org/conferences/index.html &lt;br /&gt;This information will be supplemented as things are confirmed, so please &lt;br /&gt;check back regularly. Each&lt;br /&gt;year a different and ‘hot’ theme is addressed, divided in two parts; the&lt;br /&gt;first part covers research and development and the second part addresses&lt;br /&gt;advances in applications and practice. LIDA brings together researchers,&lt;br /&gt;educators, practitioners, and developers from all over the world in a&lt;br /&gt;forum for personal exchanges, discussions, and learning, made easier by&lt;br /&gt;being held in memorable locations.&lt;br /&gt;&lt;br /&gt;Themes LIDA 2008&lt;br /&gt;Part I: Education and training in digital libraries&lt;br /&gt;&lt;br /&gt;In a relatively short period of time, spanning less than two decades or&lt;br /&gt;so, digital libraries became a global phenomenon, characterized by an&lt;br /&gt;accelerated, explosive growth. Digital libraries are a subject of great&lt;br /&gt;many activities worldwide. These include diverse practical applications,&lt;br /&gt;research and development (R&amp;D) on many fronts, continuing innovation,&lt;br /&gt;policy formulations, management changes, and more. A number of fields are&lt;br /&gt;involved, among the most prominent being information science,&lt;br /&gt;librarianship, and computer science.&lt;br /&gt;Considerable and rapidly growing amounts of funds are spent on practical&lt;br /&gt;applications in building and operating a variety of digital library&lt;br /&gt;collections, components and service and on R&amp;D in digital libraries. Many&lt;br /&gt;commercial enterprises are providing digital resources and software for&lt;br /&gt;digital libraries. This all creates demands for well educated and trained&lt;br /&gt;professionals in these areas.&lt;br /&gt;However, the education and training for digital libraries is most often&lt;br /&gt;based on apprentiship and practical courses and conferences without&lt;br /&gt;receiving the same attention (and resources) of digital libraries&lt;br /&gt;applications and other areas mentioned. A number of institutions are&lt;br /&gt;teaching digital libraries modules and courses, or beginning to, and&lt;br /&gt;struggling with this relatively new and volatile educational area. Many&lt;br /&gt;practitioners are finding it hard to learn more and to keep up.&lt;br /&gt;The goal of the first part of LIDA 2008 is to explore efforts, concepts&lt;br /&gt;and ideas related to education and training of professionals, dealing with&lt;br /&gt;the academic quality standards and practical training requirements for&lt;br /&gt;digital libraries and in variety of fields and contexts related to&lt;br /&gt;knowledge, values and skills needed for digital librarians. E-mail&lt;br /&gt;reference has become an expected venue for asking reference questions,&lt;br /&gt;having been included among the suite of information services for over 20&lt;br /&gt;years. Live chat reference services are relatively new-comers, but have&lt;br /&gt;already been successfully operating for over 10 years. Information seekers&lt;br /&gt;are increasingly turning to virtual reference (also known as digital&lt;br /&gt;reference) for the anonymity and convenience of remote access and for the&lt;br /&gt;extended hours of operation, since many services operate 24/7/365. An&lt;br /&gt;increasing number of libraries and information centers are now&lt;br /&gt;experimenting with Instant Messaging, Text Messaging (SMS), and other&lt;br /&gt;emerging modes for offering reference services to increasingly tech savvy&lt;br /&gt;library users. Web 2.0 applications are opening new vistas for digital&lt;br /&gt;library services including reference blogs and wikis. Digital reference&lt;br /&gt;desks are appearing in virtual worlds such as Second Life. Although the&lt;br /&gt;proliferation of these alternative methods for service delivery highlights&lt;br /&gt;the need for research focused on understanding users and staff behavior&lt;br /&gt;and impact on issues of satisfaction and success, their assessment poses&lt;br /&gt;new challenges for researchers.&lt;br /&gt;&lt;br /&gt;The goal of the second part of LIDA 2008 is to explore the totality of the&lt;br /&gt;virtual reference environment (including live chat, e-mail, IM, and Web&lt;br /&gt;2.0 reference initiatives) and its relationship to digital libraries.&lt;br /&gt;Special attention will be on the evaluation of virtual reference services&lt;br /&gt;from a variety of research perspectives and approaches. The general aim is&lt;br /&gt;to concentrate on scholarship that increases our understanding of the&lt;br /&gt;needs, interests, and experiences of users as well as&lt;br /&gt;librarians/information providers in the context of virtual reference.&lt;br /&gt;&lt;br /&gt;Invited are contributions (types described below) covering the following&lt;br /&gt;topics:&lt;br /&gt;•evaluation of various modes of digital library services&lt;br /&gt;•application of theories and models in study of users and use of virtual&lt;br /&gt;reference&lt;br /&gt;•application of theories and user information needs assessments for design&lt;br /&gt;and development of digital reference systems&lt;br /&gt;•assessment of the decision making process for users who choose virtual&lt;br /&gt;reference over other modes (e.g., face-to-face, phone)&lt;br /&gt;•advantages and disadvantages of different virtual reference modes •the&lt;br /&gt;role of knowledge databases in digital reference&lt;br /&gt;•sustainability and cost-effectiveness of virtual reference services&lt;br /&gt;•evaluation of virtual reference consortia and comparison of service&lt;br /&gt;models&lt;br /&gt;•benchmarking service quality and development of evaluation standards in&lt;br /&gt;virtual reference&lt;br /&gt;•evaluation of advantages and disadvantages of different virtual reference&lt;br /&gt;modes&lt;br /&gt;•assessment of the quality of  interpersonal communication in virtual&lt;br /&gt;reference&lt;br /&gt;•studies of accuracy and efficiency in virtual reference&lt;br /&gt;•explorations of question negotiation in virtual environments&lt;br /&gt;•issues in archiving digital reference questions.&lt;br /&gt;&lt;br /&gt;Types of contributions&lt;br /&gt;&lt;br /&gt;Invited are the following types of contributions:&lt;br /&gt;1. Papers: research studies and reports on practices and advances that&lt;br /&gt;will be presented at the conference and included on the conference Web&lt;br /&gt;site. Papers of up to 4000 words in length should be submitted, following&lt;br /&gt;the American Psychological Association (APA) style, followed, among&lt;br /&gt;others, by the Journal of the American Society for Information Science and&lt;br /&gt;Technology (JASIST) and Information Processing &amp; Management (IP&amp;M). The&lt;br /&gt;papers will be refereed. All accepted contributions will be published in&lt;br /&gt;on-line proceedings, as well as provided in the conference kit.&lt;br /&gt;2. Posters: short graphic presentations on research, studies, advances,&lt;br /&gt;examples, practices, or preliminary work that will be presented in a&lt;br /&gt;special poster session. Awards will be given for Best Poster and Best&lt;br /&gt;Student Poster. Proposals for posters should be submitted as a short, one&lt;br /&gt;or two- page paper.&lt;br /&gt;3. Demonstrations: live examples of working projects, services,&lt;br /&gt;interfaces, commercial products, or developments-in-progress that will be&lt;br /&gt;presented during the conference in specialized facilities or presented in&lt;br /&gt;special demonstration sessions. These should involve some aspect of users&lt;br /&gt;and use. Proposals for demonstration should provide short description and&lt;br /&gt;a URL address, if available.&lt;br /&gt;4. Workshops: two to four-hour sessions that will be tutorial and&lt;br /&gt;educational in nature. Workshops will be presented before and after the&lt;br /&gt;main part of the conference and will require separate fees, to be shared&lt;br /&gt;with workshop organizers. Proposals for workshops should include a short&lt;br /&gt;description, with indication of level and potential audience.&lt;br /&gt;5. PhD Forum: short presentations by PhD students, particularly as related&lt;br /&gt;to their dissertation, in a session organized by the European Chapter of&lt;br /&gt;the American Society for Information Science and Technology (EC/ASIST);&lt;br /&gt;help and responses by a panel of educators.&lt;br /&gt;&lt;br /&gt;Submissions should be sent in electronic format (as an email attachment)&lt;br /&gt;to Prof. Tatjana Aparac at taparac@ffos.hr.
